Mobility and Infill Acceleration Opportunity Areas
The County has identified five “Infill Opportunity Areas” in the unincorporated county where intervention strategies and enabling actions could reduce VMT and provide the associated benefits. The Mobility and Infill Acceleration Study will evaluate the suitability of various land use and transportation interventions in each of these opportunity areas, as well as actions that might facilitate or accelerate desired outcomes. Following are descriptions of each of the five opportunity areas with links to more information about each.

North Auburn - Bell Road
North Auburn is based around SR 49 and Bell Road. In the center of the selected opportunity area at the intersection of SR 49 and Bell Road and along SR 49 is a large section of retail stores and medical services.

North Auburn - Luther Road
The North Auburn Luther Road Opportunity Area is on the southern border of the North Auburn Bell Road Opportunity Area. The areas are separated along the physical barrier of the train tracks. In the northernmost section of the opportunity area and along SR 49 are retail stores including primarily auto-oriented retail.

Newcastle
Newcastle is an unincorporated community and a census-designated area that contains SR 193 and Interstate 80 (Alan S. Hart Fwy). This area is residential-dominated with developments surrounding I-80 and a train track running east to west dividing Newcastle.

Penryn Parkway
Penryn Parkway has three dominant roads including Interstate 80, Penryn Road, and Taylor Road. This area is rural with few developments on large parcels of land. Overall, the area is relatively homogeneous in development and residential density.

Granite Bay
Granite Bay is based around Auburn Folsom Road and the intersections of Douglas Boulevard and Eureka Road. The residential community is built around the central retail area.
